
On the November 8, 2022 general election ballot, Horry County voters will be asked to approve the
reimposition of the one-cent Education Capital Improvement Sales and Use Tax for an additional 15 years.
The revenue from this tax is used to keep millage low on property tax for debt indebtedness levied by the Horry County School District throughout Horry County.
The current property tax for debt indebtedness by Horry County Schools is 10 mills.
If this referendum should fail, property taxes will rise by over $400 on a $200,000 home, to pay for the cost of school construction, with rises on other personal property and all commercial properties rising proportionately.
Studies show the sales tax costs the average family of four approximately $100 per year.

• Property tax for schools will remain unchanged and the one-cent education sales tax already charged in Horry County will remain the same
• Tourists will help pay the cost of building Horry County schools as studies show tourists pay over 60 percent of sales tax collected throughout the county
• Property taxes will rise by approximately 34 mills throughout the county to pay for the cost of school construction now covered by the sales tax
• The tax burden for school construction will no longer be shared by tourists
• Horry County School District has experienced an annual
growth rate of approximately 1,000 new students for the
last several decades.
• Each increase of 1,000 new students requires a new
school to be built.
• Current cost of a new elementary/primary school is $50
million, new middle school is $75 million and new high
school is $100 million.
